And... it looks like he's only about 10 feet tall if we assume the other guy is about 6 feet. Isn't the hulk supposed to be 15 feet tall?

Ridiculous proportions. The Hulk here is 10' tall. He's supposed to be 7' tall, 1000 lbs of muscle. This has him 10', 500-600 lbs max. Makes for good movie, but not true to the origins of the character.

No, actually he does look about 7 feet (if anyone besides commentor numero tres cares). Tim Roth isn't very tall, only about 5'7. He's itty! I love him to pieces!
